Singapore Passport Photo – ICA Specification

Singapore’s ICA uses 35 × 45mm for printed photos, but the number that matters for most people is the digital one: online submissions through ICA e-Services want 400 × 514 pixels.

Digital versus printed

These are two different specifications and it is worth being clear which one you need. Almost all passport applications now go through ICA e-Services, which wants a digital file at 400 × 514 pixels — an unusual size that is not simply 35 × 45mm at a round DPI.

A printed photo submitted over the counter follows the physical 35 × 45mm standard on matte or semi-matte paper. Glossy prints are rejected because the reflection interferes with facial recognition.

ICA requirements

ICA bases its rules on the ICAO and ISO standards used for machine-readable travel documents:

  • Digital dimensions: 400 × 514 pixels for e-Services upload.
  • Accepted formats: jpg, jpeg, png, heic, heif. Maximum 8MB.
  • Background: plain white — this is for contrast against the face, so off-white or cream is not a substitute.
  • Taken within the last 3 months, in colour.
  • Full face and both ears visible, neutral expression, mouth closed.
  • No alteration or enhancement of any kind, including beauty filters and skin smoothing.
  • Printed submissions must be on matte or semi-matte paper.

Why photos get rejected

ICA publishes the common reasons, and most are not about size at all. Non-white backgrounds are the leading cause. Laterally inverted images come second — that is a mirrored selfie, which front cameras produce by default and which ICA treats as an altered photo.

After that: uneven lighting or shadow on the face, glare on spectacles, and photos that are simply not current. Any retouching counts as alteration, so leave the image as the camera produced it apart from cropping and resizing.

Selfies

ICA explicitly advises against selfies — not because they are banned, but because the result is usually non-compliant and delays the application. Arm’s-length distance distorts facial proportions, and the mirroring issue above applies.

Have someone else take the photo with the camera at eye level, a metre or two away, against a plain white wall in even light.
